If anyone's still struggling with this, I was able to finally get my game to register my cross-stitch by using 'Set as Head' with testing cheats on. It did make a huge version around my sim's face of course, but just click 'Put in Inventory' and go find the mayor!
How creative! I just tried this, and it worked for me as well. Thanks! 🙂

Your Sims will no longer be doomed to a life of Sisyphean crafting endeavors. They should now be able to complete the task to create a Cross-Stitch for the Taste for Adventure errand.
Fixed in Patch 1.103.250/1.84
