The same bug happened to me too and I've investigated a little.

Game does not accept that you merge your household with another one that has not a house. I've discovered this bug when I've tried to invite in my family the gardener and then it has happened the same with random sims, but I have been able to invite the Vatore family in Vladislaus household.

@Elly3058I've noticed that the game actually does not freeze, just does not do anything. You should be able to solve the situation just letting your sim join the other household (yes, the opposite is admitted), but then the game will obviusly ask you to buy a house for your family and all the collection progresses of your household will be lost. It is really annoying and I actually hope that will be fixed soon.

Edit: at the moment the only real solution is to merge the households (no house -> with house) through Manage wordls.

Sorry, I forgot to answer to that too: to me it does not happen.

I play the sims 4 on pc and I have the following packs: island living, get famous, seasons, cats and dogs, get together; dream home decorator, realm of magic, jungle adventure, vampires, ourdoor retreat; nifty knitting, tiny living, moschino, my first pet, vintage glamour.

The bug happens if you try to completely merge two households (no house to households with a house in the world) through dialogue option (by asking and marriage). Completely means that you can move freely sims from a household to another, but this bug does not allow you to transfer an entire household that is not in any world to the one you are currently using.

Manage worlds allows me to avoid the bug.

OK, NVM. Not sure why the other Sim worked with no issues (they were not in a house) so maybe there's more factors ? I just tried a completely new generated not in world household and I can duplicate on that one.

This is what's happening to me! The sim wasn't living in the world and that's where I ran into the issue.

Every single time I try to merge households together in rentals it never works the game always freezes and it happens everytime, I've resorted to just going through manage worlds but it's not at all the same.

It should be the same bug reported in can’t merge households. Take a look and if you want tell us if it is the same for you, if you have noticed something else or there are differences between your situation and the already reported ones.

It is the same problem for me too. 

-- This appeared after "For Rent"

-- The Sim I want to merge into the current household is not in the world at the moment. 

-- If I move my current SIM to another SIM's household which is not in the world atm, that works. 

When the dialog to split/merge households appears, I can switch the sims between the households (and their money). When pressing the checkmark button to confirm, nothing happens, and the button becomes inactive. The dialog is not possible to close, because the close button on the top-right corner is inactive.

The only way to recover from this bug is to either
1) close the game and not save the progress, or
2) move into the not-current-household which is not in the world, and move back to the same house right away (and decorate the house again), and lose the ownership of the rental houses.

I play with Mac and I have the following extras:

YOU ARE A LIFE SAVER!!!! I hadn’t save and was so scared to lose my recent progress!

The sim I was trying to have move into my house was classified as “not currently in world.” I moved my whole household to her side, sold my house but kept the furnishings, then just rebought it and put all my stuff back! Kind of a pain, but 1000 times better than losing hours of progress!!! Thank you!

I have exactly the same issue. What can be done? 

I have tried to do this and merge the "currently not in world" with the ones at my house, but the sims that I want to join cannot be found in my households. I can only invite or see these sims by inviting them to the current lot via sims in my active household. Do you know of that happening, too? That in addition to the can't join household problem since my update has been causing a lot of issues for me. Has there been any solution to either problem?

Have you already tried to move your sim in the other's household? Doing so should unlock the confirmation button. Let me know.

I tried it the way you suggested (Manage Worlds) and it worked. I was able to add my Spouse to my household. It so happened that he did not have a House and My sim did.

What happens when the bug occurs? The button to save a household merger is grayed out, also the button to exit the merger screen is grayed out while doing it in game (like after a wedding).  I can go to manage worlds and move in sims that way, but that's a work around.  
What do you expect to see? The in-game household merge to actually function properly.  After spending over $1,100 on this game I expect it to do its basic functions without having to resort to work around all the time.
Have you installed any customization with the game, e.g. Custom Content or Mods? It happens whether or not mods are installed.  If it were a mod-related problem, I would've removed that mod.
Did this issue appear after a specific patch or change you made to your system? Definitely
Please describe the patch or change you made. For Rent broke it.  It happened after I added For Rent to my game a few months ago.

Easiest fix is to move your sim into the partner's household instead, then move that household back into the lot you want them to live in.

@crinrictThe issue isn't moving households via Manage Worlds. The issue occurs when asking a sim or being asked to move in together. The game basically freezes when you get the pop-up and try to transfer sims and funds between households. I can Alt-F4 to save and exit my game before I lose any progress, but it's a really annoying bug. I have also seen a Sims 4 Youtuber, James Turner, have this issue as well. I am also having this issue across multiple saves on PC, including a new save.

@Ninner05 yes, moving households via manage world is the workaround for the bug.
