I had a hunch, so I went and tested something out. I fired up Sims 4, and turned off the Sims Delivery feature. I turned off both the Check Time Ratio (to Never), and turned off the automatic update for the Sim Delivery feature. The freezing was still there, but it was noticeably less.

@crinrict , There was both less lag getting in, and during play. It was still freezing in all areas, Login. Main Menu, CAS, and Evergreen Harbor.
The rate that it froze for me dropped. Last night, it was freezing about every 45 seconds to 1min:30. After turning the Sim Delivery feature off, it went to about every 2 mins, more or less.
