This is happening in my game, too. It started after the most recent patch. I seem to recall something in the patch notes regarding food and leftovers...perhaps this is somehow related to that change?
I just had an NPC sim who's on vacation with my active family cook FOUR family sized meals back to back, but he won't eat any of them. He just keeps cooking. Now he's making ice cream...so, 32 servings of food so far (not including the ice cream) and dude is still cooking and still hungry...and there were already leftovers in the fridge. He's not part of my active family, so it's not like I can stop him or tell him to eat one of the 32 meals he's cooked in the past few minutes.
I guess I'll have to cheat his needs so he doesn't starve to death while he's filling every square inch of the house with plates of food. :/
This happens with sims I control, too, on the home lot. They won't autonomously get leftovers from the fridge anymore at all. They will cook new meals, and then cook another, and another, and another and leave them sitting all over the house (and if you don't catch them and stop them, they will start putting platters of food on the floor once they've filled every other available surface area--no joke)...but they never actually eat anything. I have to watch them very carefully to force them to eat to get them to stop cooking. I play a family of 6. With each of them cooking multiple family sized meals a day, we're easily churning out 100+ dishes every day. Having sims put away food and clean out spoiled food from the fridge and their inventories has become one of the main focal points in my game.
I do use MC Command Center, but this is happening with AND without the mod. I've removed it, cleared all caches (TS4 AND Origin), and have repaired the game, and it's still happening without the mod, so the problem is not mod related. It's a bug. It seems the low hunger motive now triggers sims to cook ONLY, and eating that food seems to have been removed from the script/queue. The "eat" action simply doesn't trigger anymore. It's definitely a problem.
I'm going to have to disable autonomous cooking until this gets fixed, because food preparation is out of control right now.
