I assume by rezoning it you mean change the lot type? I changed it to just a residential lot, then switched back and relabeled all of the units. This fixed the "replace previous unit lot" bug, but that specific lot is still inaccessible from manage worlds.
If I save and replace on a new lot, it does the same thing.
On the original lot, I could not build another unit to test it, as I'm having the "replace previous unit lot" bug as well. On the new lot, adding a new unit did not fix the issue.
I have not had this issue with other rentals, but I also don't play with rentals frequently, so I'm uncertain if it is localized issue.

NEW DEVELOPMENT: There was a secret basement level to the original property that I didn't realize was there, and the plumbob for that unit was showing on the basement level, and not on any of the other parts of the unit that are above ground.
HOWEVER, there are no basement sections selected for that unit on the new lot, so I'm not sure why the issue is happening there also.

As you have probably found out, residential rentals can be a bit strange. I think I know what you mean about the hidden basement as the one I built and use in my game will not show the floor plan of the basement level. I only get a white background with a red X in it. But I don't have any issues playing the build.
So, if you would like to have someone look at and test your problem lot to see if we can find any issues, all you need to do is upload the lot to the Gallery. Once you do that, reply here with the name of the lot and the user ID you use in the Gallery if different than the one you use here (kittypride). I or another helper will download the lot, test it and get back to you here afterwards.

I've uploaded the lot. My user ID is catforqueen, and the lot is called "The Problem Lot".

@kittypride Ok, downloaded the lot and have taken a look at it in build and live modes. Had a sim buy it and go there in live mode. There are a few things I would have done differently but as far as I can tell, the lot works, at least as far as I can tell.
I did not get the unit labeled like you did in your first pic. No unit is labeled A, B & C. All the units are labeled 1 - 5 Hounds Head. Units 4 and 5 were just 1 tile squares which I assume are from when you were troubleshooting. Three of the buildings were assigned to unit 1 with single buildings being assigned to units 2 and 3. When my sim landed on the lot after buying it, you can see what you are supposed to see - 1 Hound's Head and Shared spaces are furnished, the rest are hidden including the little 1 tile basement with the nectar rack and the shared basement. Then I found tenants for units 2-5 and moved in my sim as landlord into unit 1. Next, I traveled to units 2-5 and checked those. I didn't find any obvious problems with any of the units. As far as I can tell, everything works as it should. The lot display from the map was as it should be as well. The only odd thing I found was the icon for unit 1 didn't show up when in map view. That, I am assuming, is because there are 3 buildings assigned to unit one and the game didn't know where to display it. Clicking on any of those 3 building would take to the lot though. I see a bit of the same in my residential rental build where I added a basement storage room for each of the 6 apartments in the building that is separated from the apartments and you get to them through a shared space.
Next, I evicted all the tenants, sold the lot and went back in build and deleted the 1 tile units and created new units for 2 of the buildings assigned to unit 1. After doing that, the icon for that unit displayed properly in map view. Then I bought the lot again, found tenants for all the units, moved the owner into unit 1 and checked the lot over again, traveling from unit to unit. I found no problems, and everything acted as it should. I also got no errors while I was testing.
So, in a nutshell, I found nothing wrong with the lot. Everything worked just like it does in my own residential rental build. There is a difference though, as I play and tested the lot on PC where you built it and play on a PS4. The lot is a 64x64 and according to a friend who played on PS4 and now PS5, the PS4 tended to struggle a bit with the large lots. Maybe that is part of the cause for some of your issues with the lot but tbh, I don't know that for sure as I haven't played on any of the consoles.
One thing you can try though that I found will help with some lots that are throwing errors and have other issues at times. You can try saving the lot to your Library, then bulldoze the lot and replace it with the copy from the Library. From what you've said, you've already tried the other things I usually recommend for troubleshooting a lot, so I don't really have any other advice for you.

Thanks for looking into it! I suspect part of it is the PC/PS4 differences, but still very odd overall.
@kittypride Hello! Apologies for the delay. I've been trying to test this on PS4 but it's taken some time since I had to buy For Rent for PS and then had to DL it which took forever! (and also life stuff. :-) Anyway, I was able to replicate the issue as you described. The problem seems to be with Unit 1 being assigned to multiple buildings. This makes the Housekey logo display in the center of the lot map from Manage Worlds and I think the PS4 is confused by that. No matter which direction I pushed on the controller, I wasn't able to toggle to Unit 1 at all. I was only able to toggle between Units 2 - 5.
Similar to @CGrant56, I went into the lot and did some editing. I removed the one-tile rooms that were assigned to Units 4 and 5. Then I assigned two of the other Unit 1 buildings to 4 and 5 separately. I was then able to toggle between all the units from the Manage Worlds map.
If you intended for three buildings to be assigned to Unit 1, then you may wish to use a plug and play mouse / keyboard for this lot. Just like on PC, I was able to select the buildings with my wireless mouse on PS4 to select the separate Unit 1 buildings on your lot.
I do believe it's a bug that we can't use a controller to select a unit that includes multiple buildings. However, this will probably need a look from one of the CMs here.
