I have the option in all three worlds
Did you delete the localthumbcache file after removing mods ? Did you test another save that never had mods/cc in ?

Yes! I did this and even with the game without any mods the option still doesn't appear for me ☹️
Try the following
- Close the game
- Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
- Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry
- Start a new save game
- Check if you still have the error
- Report back with your results for further steps on how to get your stuff back.
- @crinrict Nothing, I went through this whole process and it still continues the same way. I'll reinstall the game to see if it solves it.
It seems to me that I'm the only one who had this problem, I haven't seen anyone else speak out. - @kadua_kadua Have you done a game repair ?
I am having same issue. After massive work to fix restaurants and testing some workarounds none of those affect the RENTAL issue.
I have removed mods..cache.. renamed.. nope.
I cannot build rental anywhere but new zone.
I have new game clean
New game with mods.. nope.
