I'm having the same issue, and in fact did not know of the quirk until I saw this thread. I'll fill out some of the template, as I'm seeing it on a different platform/packs installed.
Platform: Mac
Which language are you playing the game in? English
How often does the bug occur? Every time. Over 100 infants from played families, most made in a fresh vanilla save to test.
What is your current game version number? 1.109.207.1220
What expansions, game packs, and stuff packs do you have installed? All EPs, all GPs sans Journey to Batuu, SP 03, 05, 06, 14, 17, 46, and 49, and Bust The Dust and Blooming Rooms.
Have you installed any customization with the game, e.g. Custom Content or Mods? No; removed + folder refresh and game repair for testing.
Did this issue appear after a specific patch or change you made to your system? Unclear, but I have only had Growing Together since May 2024, so it is unlikely.

I have never encountered the quirk in gameplay, and I have played several families with multiple infants each. In fact, after looking through each page of a search engine using the combined terms "Sims" and "Little Babbler" in varying letter cases, there is only one person I've seen report to have encountered the trait, and this person only encountered it once before May 6th, 2023, leaving open the possibilities of something changing between the pack release and then, or the user being mistaken. The other mentions of the quirk I could find were split between users reporting not yet encountering the quirk and general lists of Growing Together quirks.
