had something similar on pc where the trashcan didn't work ( when clicked nothing pops up) but when I moved it in build mode it worked again
( I did also have thousand and one sims kicking that trashcan though and having to pick it up constantly so maybe that glitched it)
I currently have the same problem. And even more bugged areas on the property.
I'm playing on PC. I just read that this problem has occurred with someone whose garbage can has been knocked over several times. I had a dog that had knocked them over several times. But I could never pick up the garbage can, except to switch to build mode.
I've tried all the solutions, but nothing helped. I have now written an email to the support....
