I've noticed this as well on PC (all packs except for the two most recent kits and Batuu). I even did a repair of the game, and started a new My Documents/The Sims 4 folder with no mods, and it's still happening. I'm also experiencing the juicer issue, as well.

To provide more info for this thread, though, I've noticed that with Plopsy, the interface works fine the first time you open it, but opening it again (maybe only after purchasing, not sure) breaks it. This even seems to persist across the same sim in different versions of a save. For instance, I opened Plopsy and bought a few things with a sim, opened it again, saw the bug, went to main menu without saving, and returned to the save to try Plopsy again only to find that it was still bugged.
