The OP asked why they weren't showing up - The topic of the thread, Not how to make them leave. Please keep answers relevant to the questions, otherwise it confuses the search function and derails the discussion leaving us with only answers to questions no one is the thread is asking. Thanks.

Moving on, I am having this problem too. For the first 2 seasons the Gnomes showed up. Then they stopped coming, leaving me unable to complete the "Appease he Gnomes" part of the tradition or get any seeds. Having searched, I have discovered this is a years old bug that has just never been fixed and while there is plenty information about making them leave if they get stuck  your lot, there's none whatsoever about trying to figure out why they do not arrive on certain lots during the Holiday, 

I'm quite amazed at the speed of which EA releases new content, but equally amazed at how bugs have persisted for years with no attention to providing a resolution or workaround. The bugs I'm finding like the Gnomes, I'm mostly finding threads for back 5-7 years of people experiencing them, so I hoped there would be more information. Please post if you found a resolution for Gnomes not appearing during the holiday.

Same here! I used to have the other problem (gnomes not leaving) but after the last update the opposite happened. In none of the city apartments  gnomes spawned.
