It happens to me as well, sims drop their trash on floor, while asked to take trash out... I noticed there is a glitch that I think cause the issue, where the outside bin will be kicked by someone and you cant click on the outside bin to take it back up... the other options are there but nothing can resume because the trash can is down... Now I also noticed, when it happens, it will happen after a reload, that the outside bin (originally kicked) will be displayed as upright, but sims wont be able to use it, unless you sell it and buy a new one. It does not happen all the time on every lot, but right now its happening while I am playing in a residential rental, where there is only one square space available between fence and the outskirt of the lot, the bin is placed there, without moving objects on, and with green marker, so its usable and all, and it works, only to not work when someone kick it... 

Also not related, but could you guys have the sims stop taking out all trashes? Like when I asked for one trash can, I want only that trash can... its very annoying sims who autonomously take all trashes out... and then autnomatically each and everytime grab water from sinks... 😞 Nodoby wants this type of autonomy... that is just a waste of time. It is also part responsible of the spoil egg problem with the chicken coop and chick that wont hatch because our sims autonomously take the ''spoiled eggs'' as trash after taking out one bin in the house... The autonomy of this game need to be reviews entirely... too many annoying stuff, same for infant/toddler situation, thats basically autonomy issues there too.
