Do you have any programs running in the background ? How much RAM does the game use while it's running on Speed 3 ?
My computer run 17% of processor in use.
Memory 4.51GB of 8 GB.
Ts4.exe use working memory 2.270 016 kb
and no, i dont have any backgrounds program or something ONLY sims+origin on.

just wanted to write that when the game is freezing and I go into the " construction mode" and then goes out to the " living mode " again its stop freezing directly , so must be some bug. it would have been wrong with my computer , it had still been frozen but it's not.. =)
I still thing it's the symptom of a bug. Something caused it but the lags are not the bug itself.
To explain this further. The Sims 3 issue was a broken 'alarm'. Meaning Sims in Sims 3 have alarms that tell them what to do at certain times (the inactives) and there were several issues that caused them to break. The game now tried to trigger the Sim over and over and over which made the exact same symptom show as you have now.
One bug was a corrupt outfit for a firefighter, one was the alarm clock not working properly for self-employed Sims and so on. THAT is what needs to be fixed.
I don't know how the systems all work but it's very difficult for Maxis to fix this unless they can duplicate the issue. Since it was/is not savegame based for you, I don't know what could trigger it unless all the savegame you've started have something in common (other than the Maxis defaults).
The reason why I moved your thread here is cause bug reporting is a bit of a communication dead end. You post your issue, I'll add it and the devs take a look at it and do what ever they do with it. Here, it's all about finding out what is causing the issue users are having.
It's unfortunate that I can't tell you what exactly is wrong but it could be any number of things that causes this and unless the bug behind it is identified, I don't think it makes much sense to have it in the bug forum.
Talking to the devs is a good way cause they might have come across it and can give you a way better answer then me.

l just did a new family, just builded 4 fast rooms that is allrdy done. http://i.imgur.com/XaVsUIN.jpg and l just after like 10sec its started to freez, and this is a brand new family and house..
I'm starting to wonder if its that I have replaced all the houses in my world to new big house like other people have done that you download from the gallery . Same thing with the families that I have said so are they at least 6 people in each house. Which is alot ^^ , but l have to ask the others who have the same problem what they may have done .. its a mystery! =_/
I only have the base game, no downloads from the gallery, I play a single sim household. I get frozen time and an unable to cancel tasks that the sim is performing at the time of freeze happening or the list of tasks to perform. I have no mods or cc.
Don't blame my computer...I have an 8 core AMD FX 9590 running at 4.7ghz unclocked, a Radeon R9 290X, 16GB RAM...this computer issue is a programming issue
