Sims can't acquire skills from reading/missing "Read" action for a book

How often does the bug occur? Every time (100%)
What is your current game version number? 1.93.129.1030
What expansions, game packs, and stuff packs do you have installed? All of them, except for; - EP 04 «Cats & Dogs» - SP 14 «My First Pet»
Steps: How can we find the bug ourselves? Part 1 1. Click on the bookshelf. 2. Choose a skill book to read. Part 2 1. Click on the book outside the bookshelf.
What happens when the bug occurs? Part 1 1. There is no green skill progress bar over the head of the sim. 2. The skill is not impoving on the Skills section. 3. The sim finishes a book in a few sim minutes with no change of the skill. Part 2 1. When the book lying on the floor/table/etc. is clicked on, there is no "Read" option.
What do you expect to see? Part 1 1. The green skill progress bar over the head of the sim should be filling in gradually. 2. The skill should be growing in the Skills section. 3. The sim should be reading the book as long as it takes to acquire the skill or until the action is cancelled. Part 2 1. When the book lying on the floor/table/etc. is clicked on, therу should be the "Read" option.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. This bug was discussed here - https://answers.ea.com/t5/Bug-Reports/FIXED-Sims-can-t-read-books-or-learn-skills-from-them/td-p/6680995/page/8 The same issues is happening for me with the last update 1.93.129.1030. The bug is not related to mods/specific family/world and appears all the time. It was tested the vanilla game with no mods and a newly game-created The Sims 4 folder, and the issue stays. When I have downgraded to 1.91.205.1020, the issue doesn't exist anymore.

As this report contains multiple bugs and we may already have active dedicated bug report threads opened for them here "Compiled list of reported issues" this thread has been closed.
If there isn't an active thread dedicated to each of the bugs you're experiencing in the link above, please go ahead and create a new bug report, one per each individual bug after testing if the issues persist after installing any mods/cc. That way, we can track things easier and provide relevant information regarding the specific bug.
For the skill books, please also check that you're not reading a skill book leveled below your Sim's current skill in that area. If your Sim has level 6 in Cooking, but you're reading a level 2 Cooking book, your Sim will speed through the book and you won't gain any skill or see the skill bar over their heads.
