My toddler also had a habit of taking an hour to walk outside just to pass out from sleep exhaustion, instead of falling asleep where they were. I don't know if that's the same issue though.
The settings I was using were autonomy off for the active sim, but not for all sims. I like to play out some interactions, but let others in the household do whatever while I am controlling a sim.
I just watched a Dr. Gluon video from 8 months ago on my work break, last night. I watched his active sim go up a long ladder to the roof to celebrate completing a holiday activity. It wasn't showing anything about going up to the roof for any reason. So this isn't new, I guess.
