[SV] Sims cant get past level 8 in get to work military job

Steps: How can we find the bug ourselves? Test milatery job
What happens when the bug occurs? Gets to level 8 and bar does not move or it goes to the negative side even if all needs are good and conditions are finished
What do you expect to see? A promotion for my sim
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
