Failed to compute cost

I've been having trouble trying to place a lot in the place where 1 Torendi Tower Penthouse is in the Fashion District in City Living. It was the Sky View Penthouse made by Marmelad. They had managed to build it in that place as shown in their YouTube video but when I try to do it, it says Failed to compute cost. I already tried to use the bb.moveobjects but no luck. Does anyone know any way to fix this?

    If you have cc/mods in your game, move your whole mods folder to the desktop.
    Delete the cache files
    https://sims4.crinrict.com/eng/2014/09/delete-cache-files/
    Then start the game and see if the issues are still there.

    Repairing the game may help. To do that, go to games library in Origin, right click on the sims 4 picture and click repair
