Fences at the edges of the lot

I would like to put fences on the edges of a lot too. Having to put them one tile in seems like an unnecessary waste of space to me. I can't see the point of it unless it would cause problems with routing along the paths outside the lot, in which case, leave them be. It's an annoyance that I can live with.
