Horses, pets, lot traits, and neighborhood stories. Neigh-borhood. Because horses.

In my current legacy save, I added a bunch of new houses and families, and came to a conundrum when deciding whether to let families rescue horses.

Because custom neighborhood stories configurations attach to the household and not the house, I have basically three options:

1. No one can do rescue horses. Simple, prevents a lot of problems, but means I'm probably never going to bother with having families manually adopt horses.
2. Don't do custom stories at all. Let a big family with two horses move into a one-bedroom apartment in San Myshuno if they want.
3. Prevent families that live in houses that can accommodate horses from moving out, allow only them to adopt horses. This is the option I've taken. If a family adopts a horse, I'll go into build mode in their lot to add in a stable (unused garages are also useful for this). If there's no room for a stable, I don't let them rescue horses to begin with. But then once they get a horse, they're stuck in that house.

I thought a way to fix this might be to make horse adoption not part of the neighborhood stories, but a lot trait. And households with horses can only move to lots that allow horses. And then I thought, why not also have a lot trait as to whether cats, dogs, or both are allowed on a lot? Maybe a household on a lot that doesn't allow pets won't autonomously adopt those pets, but if you're playing that household, you can totally do it, and then there's a chance you can get caught with a pet and have to pay a fine. But if you want to own a horse in an apartment, go for it.
