More Features For Customizing Sims

Skills levels and careers should created in CAS and we should be able to lock levels skills. I know everyone doesn't want to start from scratch every time the create a sim and some don't want to chea...

but we make grown adult sims already so i think it makes sense to give them some skills before starting the game and give them some connection to their world by setting relationships
