New (and past) world options

Question

I don't know if I'm going to explain this right, but here goes.

In new saves... would it be possible to have the option to choose "Built" or "Empty" on the world? Similar to how the "furnished" and "unfurnished" choices work on individual lots. It would give the players that want to create the world from the ground up what they want, and let the ones that want to have some buildings/lots available in the world what they want.

While I find this interesting, I greatly suspect it will have to be an all or nothing option considering how interconnected the world are. Plus, even bulldozing a lot is not as simple as it used to be. I haven't checked in a while, but I actually saved an empty lot years ago to use as a bulldoze tool.

I haven't had a problem bulldozing a lot but I have had issues with flipping a house around on a lot. Random windows popping up, columns misaligned. That could be totally my error though.
