Was this in a new save? Are you looking in Manage Worlds or Live mode? So far except for the haunted ones the apartments on the list are not occupied. They may not stay empty though. My game will move in random Sims.
I am just going to play it by ear. If there is already a tenant I will just go to Manage Worlds to place them somewhere else.

Tip: In order to keep collections intact it is best to use the phone or computer to move your household in game.
