Love all your ideas! I need to point out a few though that we already have in the game that you've listed:

Super tall Nutcrackers to flank front doors - We have smaller nutcrackers that could be sized up using the in-game cheat.
Snow globe - The City Living EP has snow globes Sims can collect from 'junk' boxes found abandoned in neighborhoods.
Luminaries for Side walks, walkways - Available in the Seasons EP
Extra tall holiday tree for public squares, shopping centers - As with nutcrackers, we have trees that could be sized up.
"Christmas" Crackers - We have these already. They can be purchased by using a Sims cell or, I think, in buy mode.
Lighted Garland Front Door Surrounds - The Seasons EP came with TONS of Winter holiday decorations including lighted/non-lighted garland. I think (need to check), there's even a door surround.
Hot Chocolate - Your Sims can already purchase this from a Food stall. You might need Seasons for it to be available.

I realize a lot of these items only come in additional EPs, so they're not all already available from a previous free update. Some of them are though, but just thought I'd mention them.

Anyway, some additional items I would love to see is; a nativity scene (probably never happen *sigh*) for Sims to put on their lawn or on a mantel, a Santa, his sleigh and reindeer rooftop decoration (bonus if the lead reindeer has a red nose that glows), children's Holiday storybooks that parents could read to them, Jingle bells decoration (bonus if they actually 'jingle'), more 'ugly' Holiday sweaters for the entire family, Holiday cookies (all we have I believe is 'flirty' cookies that could be used for Love Day. I want decorated Holiday sugar cookies!), a 'spotlight' that sits on the lawn and shines different holiday lights on your Sims house, and last but not least a Holiday 'Elf' Gnome(s).

Thankfully, we do have an update coming next Tuesday though with some free Holiday goodies that look fantastic, so these ideas could be for next year I suppose. :)
