Not to defend the TS4 team (because I hate them too), but sorry, you're totally wrong.
I’ve tested kayaking in these worlds: Tartosa, Tomarang, Ravenwood, Moonwood Mill, Copperdale, Mt. Komorebi. All of those worlds (and maybe all worlds with swimmable water) can do kayaking, and the interaction 'Paddle Here' is available on the pie menu.
Please do more research/testing first; don’t just base it on internet articles.
