I have a solve for this! I just went into options and "unclicked" the wants and fears option and my whims showed up again! phew!
@tsavogina, this must be a glitch or something for you, and I'm glad for you, but it didn't work for me.
I spoke too soon... My sim had residual whims that I fulfilled but then no new ones showed up... at least I got rid of the annoying sad/fear buffers.
