My sim is unable to unlock the final gardening skill (level 10) by reading the level 3 book. I also try to garden but the bar doesn't seem to be going up. Just wondering if this is a problem that will be fixed soon. Thank you!

This is currently functioning as designed- the max skill level you'll reach through books is level 9. Please feel free to provide your feedback on this design choice here if you'd like.

To my knowledge this is design. You can't max all the skill by simply reading books. For some you need some hands-on but I'll check with a Community Manager to be sure.
Meanwhile could you please add thread tags for your platform and mod usage. If you are using mods/cc, do make sure to test without.
