I think this :

The game needs time to be fixed, a break from broken packs is required.
If Project X is very popular, Maxis will abandon TS4. If Project X is failure, Maxis will be forced to keep TS4 alive.
Maxis doesn't know what Saudi Arabia has planned yet so the game could be in Standby mode until further notice.

It could also be a scenario like in 2019 with The Sims 4 (32-bit) aka Legacy Edition and EP07 Island Living as the last pack.
