Manage World: Seasonal and Weather Customization

This would be great 😁 there's a few options in game like the weather machine and merfolk that can make it rain or clear the skies but both of them are on the lot specific so to be able to have control over each individual world would be fantastic. I haven't had a heatwave happen in Sulani for three in game years and that doesn't seem right to me lol
