Finally have a functioning Playground, but there's not much activity. Kids and toddlers show up play by themselves and leave. Haven't seen any interactions between kids or toddlers. The Chaperone just sits on a bench. The only activity is initiated by my Sims.
The lots has the Friendly to Cats and Dogs lot trait, but no pets or owners show up.
It's used to be a nice Park. Lots of activity. I'll play around more, but so far it's just a Zombie Kid's Playground.

Update: After playing around with Playgrounds 😉. I'm leaning towards they're working as intended. That they're meant to be just for kids and toddlers plus a Chaperone. On a smaller (20x30) lot things look busier. Not a whole lot of interaction between kids except as initiated by my sim, but maybe that's how it's supposed to be. 🤷♀️
