I think it will probably make more sense when the EP comes out.
But a basegame venue shouldn't have to rely on a pack to make sense. Then it should be locked in the pack. As soon as you move something into basegame, then it needs to be functional even if you only have the basegame.
I get that but like with infants we only had the bare minimum before the GrT when GrT came we a lot more with infants. So with the playground I think I since we build our own a slide will count, that twirling things will count, the window tube will count swings, monkey bars and other packs introduced hopscotch.
