New restrictions on placement offensive.

Previously, it was possible to set custom offsets with 'testingcheats' and sims would route to those positions without any difficulties, and that enabled us to decorate with higher precision or make the world spaces usable. Now, we get route failures if the object is not perfectly on the surface, which causes things like game tables and computer desks to become unusable on any uneven surfaces, if we move them with commands.

The same now occurs with slotted objects, in addition to the fact that anything we place within the lot boundaries gets automatically destroyed, if the offsets from the parent object don't precisely match the slot tuning.
