    Not a bug. Like all other Sims with the Kleptomaniac trait she will take stuff that doesn't belong to her.

    Oh. I thought it was a bug because she's the only one I ever seen do it. I never noticed any other sim with that trait actually do it in all the years I played the game. Maybe it's just me then.
