Right? Comparing an open world to a closed world about cars is beyond ridiculous they should've compares it to the Sims 2 another closed world game. However I would like the cars to work like in Sims 2 but with more gameplay.

Thousands upon thousands of players would surely agree with you on that—but with one caveat: they really ought to be functional. To me, it still feels like a contradiction to place an 8-lane (or is it even 10-lane?) highway in Del Sol Valley merely as decoration, while the Sims themselves can't even drive. I tend to look back to TS2 for inspiration here: simple mechanics, perfect for "rabbit-hole" travel—especially since TS4 isn't an open-world game, and not every world even features roads. Plus, as you mentioned: interactions involving parked cars. Beyond just listening to music, my teenage couples would love to share their first kiss inside a car. Oh, how wonderful that was. Or, as a car manufacturer once put it: Advancement through technology😉

Yeah I would love them to be drivable but they withdrawing so much with it think we gotta do the foot in the door technique. First we beg for hd cars with small animations, then we beg for them to be drivable even if it’s locked to a world.

I loved the "Classically Cool Fixer-upper Car" from Roaring Heights from the Sims 3 Store. Not only could you fix it up raising Handiness, you could turn on the radio while fixing or driving. It also looked similar to a vintage Bentley.
Even if not drivable, a car you could fix/raise Handiness, and have the radio on while doing so would be really great to have in game.

Would love to be able to have the option to shop for a car, build a driveway to park it and use it to travel. Still surprised we can't do this.
