Sims constantly autonomously flirt with sims other than their partner?

This has been incredibly annoying for me. I'm trying to play without mods, and I've turned off autonomy, and the flirting is CONSTANT. I have two sims who are engaged, both have the Loyal trait, and one is Jealous, and it's absolutely obnoxious how often they both flirt with their neighbors and friends. It makes me want to not have them interact with other sims at all! This is a bug and needs to be fixed.
