The Sims 4 HR COL How come I can't get goats to eat treats that change milk...?

I have Cottage Living and Horse Ranch, but the menu option to feed goats/sheep animal treats to change the milk/wool type is missing when you have the treats.  I don't get why you can't feed the goats/sheeps animal treats, because they still produce the same type of milk and wool that cows and lama do.  I thought I was able to do it once before the patch, but another thing I don't know if it is a bug or not because I only did it one time.  The Mini Goats and Sheep should be able to eat the animal treats for the cottage living animals.  It would be a lot easier to get the different milk types on smaller lots that don't have room for the bigger animals.
