I haven't noticed neighborhood stories still going if it is disabled in via mange worlds screen. You have to disable it in BOTH my households and unplayed households.

If the Game Options setting for Neighborhood Stories is disabled, it is global for the game. I have used the game options setting to disable Neighborhood stories as well as checking Manage Households for played and unplayed households. Many players have reported this issue.
