Why can't sims just marry at the Courthouse?

I bought the Wedding expanmsion pack and have NEVER had a good experience with it.  Maybe it is broken but I plan wedding events and then the sims can never get the interactions to work.  I just sit and scream at the computer because it just makes me crazy when I just want them to get married already and they keep falling asleep or have to pee in the middle of the whole thing.  Ridiculous.   Also, shouldn't we just be able to have Civil Ceremonies at the Courthouse like in previous sims games?  Just go and pay a fee and then you are married.  I could have designed a better pack.  There should be NPCs just just carry out the whole wedding for you.  You pay them and then the venue handles the whole affair instead of your sim having to try and figure out how everything is supposed to work and then doesn't.
