Business and Hobbies issue - No activities being done by NPCs

I have been running into an issue with my small businesses, that whilst townies do spawn when I open my business, they partake in either just one, or none of the set activities for the Small Business...

I had this happen, so I went into manage worlds, returned, and customers began doing the set activities. 

edited to add....this shouldn't be seen as a solution, as we shouldn't have to settle for such a workaround. The game should just work properly.
