    A Merfolk with high friendship or romance rel will tell a Sim if they are a merfolk. Otherwise, they deny it. This is the intended design.

I have had a mermaid NPC admit she was a mermaid after my sim became best friends with her (full friendship bar). You need to have a really high level relationship for them to admit they are mermaids. So far on my end it doesn't seem to be a bug at all.
