I am right now playing sims in a pc and am planning to get a new computer.. is there any way I can keep my sims 4 and my expansion pack without paying it all again? And if I buy any more expansion pack right now in my current computer does it download in my computer or my ea account?

You do not need to pay for Sims 4 multiple times; you can just install Origin on the next computer and reinstall the game.
That said, you will want to back up your Sims 4 documents files (Such as your saves, mods, etc) to the USB to transfer to another computer. Sims 4 does not provide cloud-based saving, so all of your save files are saved locally; it is therefore up to the player to back up and restore their files however is most convenient for them. (USB is one method you can use.)
