What do I do if the computer did not break for the quest. I can’t repair or replace it since it never broke and I’m stuck.

I had the same issue. What I did was put a cheap computer outside, use the weather control device (you could probably use cheats) to make it rain. Waited till it broke then repaired it. It let me advance from there. This does have to be done on your sims home lot. I tried doing it in a park since my sims were in an apartment and it did not work.
