Even there! I moved my sims to the neighbourhood and waited until after the welcome wagon and it still showed the same error
To make sure there's no mods still active in your game, try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
- Custom content like clothing, hair, skins, make up ....
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
Done all that and the board still does not work and you cannot vote with the Mailbox except in new EP Town. You have to put a community lot in each area of the Town in all other Towns. Just not practical and not enough lots to do that. It will not work in other neighborhoods before the new EP.
I give in unless you have to rebuild each world from scratch or use a cheat. I will be asking for my money back because I am covered by UK software laws.

Oasis Springs is not a neighborhood. It’s a world. Within Oasis Springs there are 6 neighborhoods.

Are you confusing voting for Neighborhood Action Plans with voting for Community Spaces? These are two entirely different things.
Voting for Neighborhood Action Plans can be done from the mailbox and you don’t need a board at all. Voting for Community Spaces meanwhile obviously need a Community Space lot first.
- @pouline94 Did you get a chance to do the troubleshooting steps to see if you can get it to work at least in EGH ?
