I cant even see any consistancy in the changes anymore. Days ago the lot was fully green, the next day it lost 10% of the green bar and turned neutral, the next day it was fully green again when I entered the lot but there was a yellow industrial arrow visible trying to make it neutral again, then I moved the lot and it went from 0% to 40% indicating no industrial conflict. I added the lifestyle trait to one sim and removed the trash plant as your guide suggests to boost the green footprint. Another sim already got the moodlet from the other sims lifestyle so I assume that greatly helped to move it towards green again.
Industrial is equally confusing. I placed a lot in san myshuno with lots of generators to create a smog filled area. It worked. But after a few days it turned neutral again even though I didnt enter any lot there nor is there anything green to counter the industrial footprint.
Also when I created my newest save and removed all lots I noticed the evergreen harbor neighborhood in the upper left seems unfinished. Just a few shells, lots of empty lots, no clutter plants and only two lots we can use.
This is in serious need of an overhaul.

The other lots on the street dont need to be green to trend it towards industrial. They have to be neutral OR green. If they arent ALSO industrial, it'll always trend towards neutral. You simply cannot affect footprint with only one lot, unless you have teh smog machine thing from the eco career or whatever.
The evergreen harbor visual thing is becaus eyou entered the world in build mode without ever entering it with a sim in live mode. IT did not initialize properly as a result and will the second you enter in live mode.
