Exchange friendship bracelets outside household

Pretty sure they said in the live stream that the requirement for the other Sim to have one in inventory only applied in the household, and that for NPCs you could just go ahead and exchange friendship bracelets and it would generate one for the NPC to give your Sim. Is that feature not working?

    @PipMenace I think they need to be friends before you can exchange friendship bracelets and for the npc that are not playable they just spawn the bracket they give you.

    I've found now that you have to be at least good friends.

    Then the other sim will spawn a random friendship bracelet to exchange.
