Festival objects not despawning

For a few months now my game has become steadily less functional as any festivals that spawn fail to despawn, leading to stacking booths and other objects. 

I tried searching for solutions but none of the previous solutions people used when this issue happened in the past have helped. The public areas of city living are basically unusable. It is incredibly frustrating, to the point where I abandoned the game for a while about it.

I had hoped maybe the latest update would have fixed the issue, but it's still just as broken. I cannot disable the festivals either, or I would just do that.

I have no Mods, no CC. Problem ,mainly affecting City Living, I haven't checked Cottage Living or Snowy Escape though. 

Issue started around the time of the Reaper Rewards update.
