@raysims3 Does it happen without mods as well, if you load an earlier version of the save to play up to that point? A mod thought to be working could still be interfering with the payment system.

    This happens with all cache deleted and isn’t household or lot specific.

This is happening to me as well (in fact I now seem to be getting all the bugs) playing on Xbox so no mods.
