Have you ever played the game without cc/mods? Whenever I have an issue with the game, it's caused by either outdated/incompatible mods. Move your Mods file to another direction and try running the game without the mods. If the game works fine, then there is an issue regarding the mods that you are using. You may also check this page to find out which mods are outdated/need to be updated.

First repair your game with origin, then use this steps.
The post above my is right, your issue is definitely cause because of outdated mods. After ever patch (monthly) you must check your mods for updates. That’s is the price you pay when you mod your game. (I know is a hassle!)

Update your mods.
It's like this: The game updates... mods break... update mods.
If you want to use mods, you'll have to manage them. If you don't want to manage them, don't use mods.
