Testing this further, killing a parent does not allow another non-family member to adopt a child if there were previously 2 parents in the family, as this would mess up the family tree.
This means adoption works if there is only one parent in the household- as in only a mother, or only a father. If the child already has two parents, the adoption option will not be available.

Does the child you're trying to adopt already have 2 parents in their family tree?
- GiardiniDiMarzo2 years agoLegend@EA_Solaire I'm intruding on this discussion to ask, if a married couple has a child outside of marriage (e.g., a science baby with a friend), is the partner who did not donate the DNA automatically assigned as the parent of this child? Does he or she have the option to adopt it?

@GiardiniDiMarzo sorry for the delay, had to test this one for you 🙂
If you have a science baby with a friend, that science baby does have 2 parents in their family tree, so adoption is not possible.
However, if you have a science baby alone, that baby only has 1 parent in the family tree, so adoption would be possible in that scenario.
So to clear this up a bit further- to adopt an infant/child/teen, they need to have only 1 parent listed in the family tree, or adoption will not be possible.

I have Makoa Kealoha and Nina in the household with my sim. I married my sim to Makoa but the only option she has for Nina is adopt as care dependent. I went to Friendly > Affection and there is no option to adopt. I have kiss cheek, express admiration, and give gift but that’s it.
- GiardiniDiMarzo2 years agoLegend@wenelda Check Nina's family tree, if she has already 2 parents, your sim can only choose to adopt as care dipendent.

- 2 years ago@wenelda This was the issue I had too
- Sid1701d92 years agoSeasoned Ace@ilovejesus1994 There is a difference between adoption and adoption as care dependence, you get that if there is at least one family member in current household, it like a sister brother adopts them. The other one is just plain adoption.
