Under "Options" (upper right hand corner, looks like three dots), go to "Game Options" and then "Gameplay Options" (listed in a list on the left side). One of the options are "Auto-Age Unplayed Sims" The option is automatically checked. When the option is unchecked, households you aren't playing won't age automatically. Not sure if this would stop a sim from giving birth if they are pregnant, but it would stop the baby or parents from aging.

as an edit: yes, all households are living and growing and aging during gameplay. Don't see any way to change this besides the above option.
I set my options to age only when playing household and it is still happening All my pregnant sims have the babis and name them without me playing or being able to choose the names.
