How to stop townies from wandering around the neighborhood?

I was wondering If there was a way to stop sims from wandering outside my lot or generally around the neighborhood? 

I’ve been trying to play in Windenburg in/on the island neighborhood as a sort of deserted island situation but have to admit the townies and randomly generated sims wandering around has been annoying and I’m hoping there’s a way to either remove them entirely or lessen the amount possibly?
