I cannot resume game or place anything after using the terrain tool

Steps: How can we find the bug ourselves? Go to any lot, raise the terrain, (im assuming the basement causes this) so build the basement and then try and lower the terrain (not over the basement)
What happens when the bug occurs? The terrain will go up and down, but when i am trying to do anything after it wont let me. The game is broken and i cannot click or resume it it stays paused.
What do you expect to see? I want to raise and lower the terrain
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Help me.  So im building something in my game and when i raise the terrain for the build it is fine and all, then when i am trying to build over it it is going good. At some point in the building the terrain is not working. I dont know if it is because of the basement, i tried deleting it all and it didn’t help me. Then i thought it was the better build buy fault. So i deleted it, fixed the game, deleted the local cache and restarded the game. Same thing. So i took all of my mods out then fixed the game, and still same thing. I tried every way and when i try to do anything on the lot that half of my build is already completed, i run into the same issue. I try to lower the mountain i created and it goes at first and when i realese the mouse button it stops and i cannot do anything in the game. I cannot place anything i cannot resume the game it just stays paused no matter what i do. I tried everything and i am sure it is not the mods fault but i dont know what else coud be causing it. It happened before once when i tried raising the terrain over basement on another lot a few months back so i am assuming the basement is the issue, but after deleting it and restaring the game i dont know what else to do. The issue is that i fear that it is not only the terrain that is causing it. At first it happened after putting some debug stuff on the lot. Then it was fine until i tried altering the terrain.
